Background
PLN Distribusi Jawa Timur operates multiple substations spread across the region, all of which need to report operational data to a single distribution control centre in Surabaya. Before the OperaSCADA system was in place, there was no integrated solution connecting these substations to the central control point in real time.
The challenge was not just distance — it was integration. Each substation holds electrical equipment that generates continuous operational data: current, voltage, power, and frequency readings that the control centre needs to monitor and act on at any moment. Without a reliable, real-time data link, operators at the Surabaya control centre had limited visibility into substation conditions and could not respond quickly when faults occurred.
PT Phase Delta Control was engaged to implement an OperaSCADA system at Nganjuk Substation, using Intelligent RTU to collect and transmit operational data to the PLN Distribusi control centre over the client's existing Fibre Optic network — without requiring any new communication infrastructure.
System Requirement
Transmit substation operational data to the central control centre in real time
Integrate multiple pieces of substation equipment into one centralised monitoring system
Ensure reliable data communication between geographically separated locations
Utilise the client's existing Fibre Optic infrastructure — no new network construction required
Maintain continuous electrical system operation with high reliability and security
System Description
The Intelligent RTU installed at Nganjuk Substation continuously collects electrical parameters from substation equipment — current, voltage, power, and frequency. The RTU performs local data acquisition, ensuring that readings transmitted to the control centre remain accurate and reliable.
Data travels from the substation to PLN Distribusi's central server in Surabaya over the client's existing Fibre Optic network. Using existing infrastructure kept implementation efficient and avoided the cost and lead time of building a separate communication layer.
At the Surabaya control centre, all incoming data is displayed on the OperaSCADA platform, giving operators a continuous real-time view of substation conditions. In addition to monitoring, the system supports remote control of specific substation equipment — allowing operators to respond to faults and adjust operations from the control room without dispatching field personnel.
Summary
The OperaSCADA implementation connected Nganjuk Substation to PLN Distribusi's central control centre in Surabaya, giving operators their first continuous, real-time view of substation conditions over an existing Fibre Optic link. Equipment that had previously reported no data to the control centre became fully visible and remotely controllable — improving fault response speed, system reliability, and operational efficiency without adding new communication infrastructure.
